Two children, forty miles apart
Picture two third graders. Same birthday, same curiosity, same capacity to learn. One lives in Philadelphia. The other lives in a suburban district in Chester or Montgomery County, a drive of well under an hour.
By the end of this school year, the odds are that one of them will read at grade level and the other will not. Not because of anything either child did. Because of where they woke up.
The numbers are not subtle. In Pennsylvania's high-performing suburban districts, elementary reading proficiency routinely lands north of 80 percent, with math close behind. In the School District of Philadelphia, about a third of students in grades 3 through 8 scored proficient or advanced in reading on the most recent state assessments, and roughly a quarter did so in math.
Statewide, the pattern holds. Of Pennsylvania's nearly 500 school districts, only 56 reached 60 percent or better math proficiency, and 215 districts, more than four in ten, had 40 percent or fewer students hitting the mark. The districts that cluster at the top ring the Philadelphia and Pittsburgh metros: Chester, Montgomery, Bucks, Delaware. Districts with tax bases, foundations, PTAs that fund enrichment, and families who can buy tutoring when a child slips.
The gap between those districts and ours is not a gap in talent. It is a gap in resources, hours, and adult attention.
This is not a story about bad schools or bad kids
It is tempting to read achievement data as a verdict on teachers or on children. It is neither.
Philadelphia educates students under conditions that no suburban district faces at scale. Around two-thirds of the district's students are economically disadvantaged. In many neighborhood elementary schools, the figure is effectively every child. Compare that to a top Chester County district, where under 10 percent of students qualify. Philadelphia teachers are managing the academic effects of housing instability, food insecurity, trauma, and staffing shortages, often in buildings older than the grandparents of the children inside them.
And the district is moving. Math proficiency in grades 3 through 8 climbed from roughly 16.5 percent in 2021–22 to about 25 percent in 2024–25, a meaningful post-pandemic recovery. Third-grade reading has ticked upward. Attendance is up. Dropouts are down by hundreds of students year over year.
But reading scores across the state slipped last year, and Philadelphia's slipped with them. The district's own goal is 52 percent proficiency by 2030. Getting there on the strength of the school day alone, with current funding and current staffing, is a heavy lift.

Why second through fifth grade is the pivot point
There is a reason we concentrate on children aged roughly 7 to 11 rather than waiting until high school.
Through third grade, children are learning to read. After third grade, they are reading to learn, using literacy as the tool for science, history, math word problems, and everything that follows. A child who does not clear that threshold does not simply stay in place. The whole curriculum starts moving away from them.
The longitudinal research on this is stark. A landmark Annie E. Casey Foundation study tracking nearly 4,000 students found that children who are not proficient readers by third grade are four times more likely to leave high school without a diploma. Add poverty to the equation and a child is roughly thirteen times less likely to graduate on time than a proficient reader from a higher-income family. Students who struggled with early reading made up the overwhelming majority of those who never earned a diploma.
Read that as a warning and it is devastating. Read it as a map and it is the opposite, because it tells you exactly where to stand.
Second through fifth grade is the last stretch where the gap is measured in months rather than years.
A nine-year-old who is fourteen months behind in reading is not behind for life. She is behind by an amount that consistent, skilled, joyful adult attention can close. A seventeen-year-old carrying the same deficit compounded over eight years is facing something far harder. We target young children because that is where the same hour of effort buys the most future.
Three hours a day, five days a week, thirty-six weeks a year
School lets out around 3 p.m. Most working parents do not get home until 6. That is fifteen hours a week, roughly 540 hours a school year, that will be spent somewhere.
For children in high-performing districts, those hours are already spoken for: robotics club, travel soccer, private tutoring, music lessons, coding camp. Enrichment that compounds. Higher-income families out-spend low-income families on out-of-school-time activities by a factor of nine.
For too many Philadelphia children, those hours are unstructured and unsupervised, not because their parents want that, but because nothing is available, affordable, or reachable.
The demand data on this is damning. In Pennsylvania, the parents of roughly 984,000 children say they want an afterschool program for their child. Just over 192,000 children are enrolled. Four in five Pennsylvania families who want a program cannot get into one. Nationally, cost, availability, and safe transportation are the three barriers named again and again, and children in low-income families are the most likely to be shut out: 84 percent of them go without the program their parents want.
This is not a demand problem. Ninety percent of Pennsylvania parents whose child is in a program rate it excellent or very good, and roughly nine in ten support public funding for afterschool. It is a supply problem. Every organization that opens its doors in those hours is filling a hole that families have been asking someone to fill for twenty years.
The catch-up is real, and it is documented
Out-of-school-time programming is not a consolation prize for children who lack access to better schools. Done well, it produces measurable academic gains.
The Study of Promising Afterschool Programs followed nearly 3,000 low-income elementary and middle school students across eight states for two years. Elementary students who participated regularly in high-quality programs gained up to 20 percentile points in math over peers who spent those hours unsupervised, alongside reductions in behavior problems. Follow-up research found that consistent participation across the elementary years is associated with narrowing the math achievement gap by fifth grade. Broader syntheses of the field link quality programs to gains in reading and math, better attendance, fewer suspensions, and stronger self-confidence.
The research is also clear about what separates programs that work from programs that merely occupy children. Three things: sustained participation over months and years rather than drop-in attendance, trained adults who understand child development, and a real mix of academic support and genuine enrichment: the science project, the bike ride, the build, the performance. Homework help alone does not do it. Neither does supervision alone.

We believe the gap in Philadelphia is a gap in opportunity, not in ability, and that opportunity is something a community can manufacture.
We believe a second grader who is behind today can be a fifth grader who is on grade level, a high school graduate, an engineer, a surgeon, a founder, a pilot. Not as a motivational poster, but as a reasonable expectation supported by evidence, provided the adults around her act while the window is open.
We believe children need to be seen by adults who are not grading them. A program is a place where a child can be new at something without a number attached, take a risk, fail visibly, and come back Thursday. That experience — competence built in public, in front of peers, with an adult who expected it — is what makes a child believe they can take on hard things later.
And we believe the hours between 3 and 6 p.m. are not leftover time. They are the margin. They are where the difference between our two third graders gets made, and where it can get unmade.
What you can do
Philadelphia's children are not going to be caught up by a policy change alone. The state funding fight matters, and we support it. But funding cycles run in years and childhoods run in months, and the nine-year-old in front of us cannot wait for the legislature.
- Volunteer. Consistent adults produce the outcomes. Two hours a week from you, every week, is worth more than a one-time event.
- Give. Program hours cost money: staff, materials, snacks, transportation. Transportation is one of the top three reasons a family cannot enroll, and it is one of the easiest barriers for a donor to remove.
- Partner. If you run a business, a congregation, a rec center, or a school, you have space, expertise, or reach that a child can use.
- Bring a program to your site. Tell us where you are and who you serve.
